High-end Exynos chipsets are very good and in terms of performance are neck and neck. Qualcomm isn't doing a great job only in high-end segments, but has great entry-level and mid-range lineups, which is something that Samsung needs to work on if they want to be competitive.

Until they develop low-end chipsets, the company plans to use chips from MediaTek, according to latest rumours. Reportedly, the company have contracted for 10% of the low-end chips produced by MediaTek, but don't expect any high-end Helio chips since Samsung has the high-end covered with Exynos. This also means that we won't see any devices with Spreadtrum chipsets.
