Samsung Electronics, the world's largest maker of memory chips, will establish a memory chip plant in Xi'an, capital of northwest China's Shaanxi province.
The plant will be built in the Xi'an High-tech Industries Development Zone (XHTZ) with an investment of 7 billion U.S. dollars, said Zhao Hongzhuan.
The plant is slated to begin production by the end of 2013.
The project still requires the approval of Chinese authorities.
