After endless delays and false positives, it seems that Samsung has fixed a final timeframe for announcing their first Tizen OS based Smartphones. If you are excited about Tizen, then MWC 2014 is going to be a really happening expo for you, next February. Samsung has promised to show off actual devices running on Tizen OS. So don't expect a global launch right after. That would perhaps happen in Q2 2014.
