Markets in Europe are not quite interesting for Samsung. After pulling almost entire notebook lineup, not launching the Galaxy Note5, the company has decided not to launch the latest smartwatch. The Samsung Gear S2 3G will only launch in the US, while other markets won't get it.

The reason behind this is the e-SIM or an "embedded SIM" format, which isn't well adopted in other countries. Carriers don't remove it from the device, but instead they only reprogram it to make it their own. Another advantage of the 3G version over the normal S2 and S2 Classic is the addition of GPS. Hopefully something will change and Samsung will launch the S2 3G version in other markets.
